Without a model number of the tractor, we can't look at a wiring schematic to determine what might be causing the problem of no spark. Most Craftsman tractors have a safety circuit that will kill the spark to the engine if the deck is engaged or the clutch is let out with no one sitting in the seat.

This safety circuit sometimes goes through the switch in the PTO switch if you have an electric clutch. The circuit goes through a micro-switch on the deck engagement bracket if the clutch is manual. The safety circuit goes through the clutch/brake switch mounted under the frame and actuated by the brake/clutch rod when you press the pedal in or let it out. The safety circuit also goes through the seat switch and the seat switch connector. If the connector is disconnected from the seat switch the shunt kills the spark from the ignition module. DSG6500 is a style number, the model number is under the seat. They are essentially the same tractor but the 28846 is a California specific model which means that it has some additional hardware and design considerations needed for that state. Most of those differences are made in order to meet the stricter emissions standards for California. Such as added evap systems on the fuel tank and some added design considerations in the engine.

None of those additions or alterations have a significant impact on the performance of the tractor, so from an operators perspective, the two will be virtually identical.
